About the consultation
Any work with gas is potentially dangerous and the risks must be properly controlled. By its very nature gas is highly combustible. Leaks of gas from pipework or appliances can lead to fire and/or explosion creating a serious risk of harm to people and considerable property damage. In addition to the risk from gas leaking, faulty or poorly maintained gas appliances can lead to incomplete combustion of gas creating carbon monoxide, a colourless, odourless and poisonous gas which can, and does kill affected people each year.
This draft Approved Code of Practice (ACoP), has been developed to give practical guidance to those with duties under the Health and Safety at Work (Jersey) Law 1989 when working with gas fittings and appliances and those with duties to ensure that they are maintained in a safe condition.
Only people that are competent should carry out work on gas fittings and that work should be carried out safely in accordance with industry practices. Relevant minimum standards for materials and workmanship, installation of fittings, flues and pipework and safety checks to be made by engineers are included in the ACoP. These standards should already be well known to competent and experienced engineers.
The ACoP extends the requirement of ‘competency’ to a requirement that engineers working in Jersey are assessed as competent by completion of an Accredited Certification Scheme and are registered with the approved body, currently the Gas Safe Register.
What we want you to comment on
In developing the proposed ACoP, the Health and Safety inspectorate has actively engaged with technical specialists and referred to authoritative guidance published by the UK Health and Safety Executive, Gas Safe Register and the Institution of Gas Engineers and Managers (IGEM). The Inspectorate is now inviting all other interested stakeholders to comment on the proposed ACoP.
