A.
The total budget set aside from the beginning of public sector reform in 2012 up until the end of 2015 is £16.3 million.
B.
To date, 9 companies or independent consultants have been engaged to undertake 11 separate projects or roles ranging from developing the eGovernment Business Case to developing and training for the Lean Academy throughout all departments to providing external review of the PSR process.
C.
Only 5 of these consultants have been engaged on a daily rate basis (plus expenses) as follows:
- 1 on £500 per day
- 1 on £650 per day
- 3 on £1,000 per day
The remaining projects were either tendered or procured at a fixed price.
D.
A total of £6.04m has been spent from 2012 to the end of January 2015.
E.
A total of £1.53m has been spent on consultants on 11 separate projects.
F.
The estimated total cost to the end of 2015 is £16.3m. Further provision will be required for the public sector reform programme, especially in relation to the eGovernment project and major system replacement, but this will be provided for within the second Medium Term Financial Plan covering the period 2016 to 2019.
