I would like the total cost of the planning, any legal cost, consultation, and all physical works relating to the development and construction of the St Helier underpass at the Waterfront/North harbour location.

The majority of the files for this project were destroyed in accordance with the States Corporate Records policy.
The only information held regarding the underpass are the ‘as built’ drawings, structural reports, final account and ground investigation information relating to the construction project.
From the final account a sum of £9,624,577.66 was paid to the contractor Tilbury Douglas Construction. No further details relating to planning, legal, design fees and consultation cost are held.
Records show that the Waterfront Roads Network Phase 1 (underpass roundabout to roundabout outside Maritime House) was constructed by Earnest Farley and Son for the sum of £1,721,136.05 with additional contingencies of £215,800.00 and engineering supervision fees at £55,171.
Phase 2 roads (extension of roads around the Waterfront car park to the roundabout leading to the Radisson Hotel) were priced at £1,277,589.00 (construction tender cost). A further £211,300 contingency, supplementary costs at £81,196 and provision for services at £200,000 were budgeted for Phase 2. No record is held of actual expenditure or a final account for Phase 2.
