Sand Street car park fines and non payment of fines data 2014 (FOI)

I noticed that there is (reported on the BBC) a FOI request which gave the information:

Car parks with highest numbers of parking fines in 2014:

• Sand Street - 2449
• Minden Place - 1942
• Patriotic Street - 1503
• Esplanade - 1271
• Green Street – 896

A.

How many of the 2449 Sand Street fines for 2014 as listed above were unpaid?

B.

and [how many of these were] cancelled?

C.

How much revenue was lost through non payment of those fines?

D.

If it is easy via the number plate recognition system reports, how many of those were foreign registered vehicles?

E.

What is the general procedure for levying fines on foreign number plate vehicles?

Response

A.

Of the 2449 penalties issued in Sand Street Car Park in 2014 there are 275 that still remain unpaid.

B.

330 penalties have been cancelled but these were as a result of being appealed and in the majority payment of the original fee due being paid so there was no lost revenue to the Department.

C.

The unpaid penalties have resulted in a loss of revenue of £11,000.00.

D.

There are a total of 243 penalties issued to non-Jersey registered vehicles.

The process for levying fines on foreign registered vehicles is the same as local vehicles. They are issued penalties if they are parked committing an offence or leave without payment. Where possible to trace a name and address the normal process of chasing these by letter is used. In the event a name and address is not available the fine remains active and if the vehicle is issued further fines it becomes liable for being towed and impounded requiring the owner to contact the Department so the matter of the outstanding penalties can be addressed.
