Please can you tell me how many States staff are on zero hour contracts?

Please can you break these figures down by department.

Can you tell me why employees on zero hour contracts are paid at the 2013 pay scale for the equivalent grade and not at the current pay scale?

An extra 4% holiday pay is added to the pay for those on zero hours contracts. This is because all holiday is taken as unpaid leave and this 4% is considered equivalent to 10 days annual leave. However, this 4% is taxable, so in real terms it’s not 10 days at all. Why is 4% taxable?

As at the end of April 2017, there were 2,642 staff with a zero hour agreement with the States of Jersey, of which, 49.6% (1,310) already had a permanent or fixed term position within the States of Jersey.

The table below, shows by department, the number of staff with zero hour agreements, broken down by those that have a permanent or fixed term contract with the States of Jersey already, and those that only have an zero hour agreement with the States of Jersey.

Individuals with a zero hour agreement with the States of Jersey are paid on current pay scales, in line with permanent and fixed term staff.

The minimum entitlement for annual leave – according to the Jersey Advisory and Conciliation Service: http://www.jacs.org.je/employees/holidays – is two weeks paid leave.
