Please provide the amount of primary and secondary school teaching vacancies advertised on the gov.je website (or simply in your records) as of 1 May each year since 2012. Please include assistants, head of curriculums, deputy and head teachers, but not technicians or similar staff.
If this is not possible, please provide the amount of positions advertised on the gov.je jobs site under the ‘Education & Childcare’ category as of 1 May each year since 2012.

The table below shows, by year and by role, as requested above, the amount of roles that were created in May of each year, for the years 2012 to 2017, this information only contains roles that are within the Education department’s remit, and will not include private schools such as De La Salle College, Beaulieu Convent School, St George’s Preparatory School and so on:

We are unable to provide this information for the last 10 years as we do not hold the data prior to the Control of Housing and Work (Jersey) Law 2012 (CHWL). The CHWL came into effect 1 July 2013.
Prior to the CHWL, non-locally qualified staff (registered permissions in CHWL) were regulated under the Regulation of Undertakings and Development (Jersey) Law 1973. However, the States of Jersey was exempt from that Law.
Prior to the CHWL ‘j’ category housing consents (similar to licensed permissions in CHWL) were regulated by the Housing (Jersey) Law 1949. As stated above we are unable to provide information prior to the CHWL.
Under the CHWL seven employment licenses (licensed permissions) have been granted to the States of Jersey, related to the Education department. These licensed permissions are not necessarily for primary and secondary school staff. 19 employment licenses (registered and licensed permissions) have been granted to private schools.
We are not providing precise numbers by year as this may identify individuals and is therefore absolutely exempt under Article 25 of the Freedom of Information (Jersey) Law 2011.

The information provided for part C and D of this response are by no means a full headcount reconciliation of the movements within the schools.

The term ‘entry level’ is taken to mean Newly Qualified Teacher (NQT).
We can isolate all Teacher new starters in the years requested and take an average. This would include NQTs but also teachers with experience who are new to States of Jersey employment.
We are unable to distinguish between NQTs and normal teachers on our systems without manual checks which would exceeded 12.5hrs of work and would therefore have exceeded the time cost limit set out in Article 16 of the Freedom of Information (Jersey) Law 2011.
However, standard NQT starting rates are available for each year and the vast majority of NQTs are appointed at these rates.
Standard NQT starting salaries for both primary and secondary schools are the same and are listed below:
- academic year 2016 / 2017: £38,296 / under negotiation
- academic year 2015 / 2016: £37,917 / £38,296
- academic year 2014 / 2015: £37,917 / £37,917
- academic year 2013 / 2014: £36,459 / £37,917
- academic year 2012 /2013: £36,098 / £36,459
Exemptions and articles applied
Article 16 – A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
Article 25 – Personal information
(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
