St Peters Valley pedestrian and cycle path (FOI)

A response to a previous FOI question published on 17 May 2017 as 'St Peter's valley cycle and foot path' includes the following "A formal business case for the St Peter’s Valley path was not completed as the proposals were developed following consideration of a planning application by Granite Products to provide an inert waste recycling facility at La Gigoulande Quarry. The Department for Infrastructure (DFI), as the Highway Authority, raised concerns regarding the detrimental impact on road safety which would arise from an increased volume of heavy goods vehicles on St Peter’s Valley. An off road facility for pedestrians and cyclists was considered a suitable mitigation." Later there is reference to 'vulnerable users in St Peter's Valley'.

Please provide:

A

All information on road safety for users in St Peter's Valley considered by DFI and Planning with regard to this issue, including but not limited to, correspondence, reports, feasibility studies, risk assessments and mitigation;

B

A definition of vulnerable users and / or why those in St Peter's Valley are considered to be vulnerable; and

C

Confirmation that any future concerns about safety of pedestrians and cyclists in St Peter's Valley should be addressed to DFI as Highways Agency and not also to any Parish the road passes through.

Vulnerable road users are defined by the European Commission, Intelligent Transport Systems Directive as "non-motorised road users, such as pedestrians and cyclists as well as motor-cyclists and persons with disabilities or reduced mobility and orientation". This term is used for assessment, planning and design throughout the States of Jersey road network, the UK and Europe.

Any road safety concerns on States of Jersey main roads (A, B and C roads) or the new pedestrian and cycle path in St Peter’s Valley should be addressed to the Department for Infrastructure. Any road safety concerns on Parish roads should be addressed to the relevant Parish.
