Under the 2002 Island Plan Policy H4 listed 21 sites in total that were safeguarded (or similar) for future Category A housing under 8.23.
My request is to know what research was undertaken in the preparation of the list, what consultation documents were prepared and by whom and can copies now be supplied?

The information that you seek is already available within the public domain and is provided in the 2002 Island Plan [a link to the Island Plan 2002 is given under this response below].
The bases for the identification and selection of the sites listed under Policy H4 of that Plan are set out at section 8.71 – 8.74 and in the pre-amble to it (see paras: 8.134-8 – 8.138 in the pdf below):

such that these sites were either:
- urban sites with uses that might be relocated: (H4(1-2));
- urban sites owned by the States that might be developed for housing: (H4(3-4));
- sites previously identified in earlier Island Plans or other propositions (H4 (5-14)); and
- sites proposed for rezoning for housing use in response to the publication of the Consultation Draft Island Plan (H4 (15-21)).
It is evident from the 2002 Island Plan, that sites H4(1-14) had been through a process of formal public consultation as part of the review of the Plan, undertaken by the then Planning and Environment Committee: the Consultation Draft Island Plan in which these sites were published was released in May 2001 and the period for consultation extended until August: The Housing Chapter from the Consultation Draft is enclosed.
The remaining sites – H4(15-21) – were proposed when the Draft Island Plan was lodged au Greffe in April 2002 culminating in the States debate in July 2002. The policy clearly states that these sites – H4(15-21) – require public consultation and further consideration for safeguarding.
