I request a copy of the most recent version of the Memorandum of Understanding (MOU) made between the Attorney General, the States of Jersey Police, the Jersey Financial Services Commission and the Government of Jersey (as per Para 9.1 of the Economic Crime and Confiscation Unit and Joint Financial Crimes Unit Operating Protocol dated 20 July 2017), whether or not it is signed by one or more of the parties to it.
A previous Freedom of Information response published on 22 March suggests the Memorandum of Understanding is unsigned by one or more of the parties to it, but it does not state that the MOU is not operational or not being followed. This, together with the wording of the 20 July 2017 Protocol, suggests that the MOU is operational.
In any event, whether it is signed by all the parties or not, or operational or not, it exists because it is referred to in the 20 July 2017 Protocol. If that Protocol is incorrect in this regard, please confirm the same.
Please also confirm whether or not the parties to the MOU are following it. If they are not following it, please clarify what arrangements are in place between those parties in terms of service levels.
