Further to Article 25 of the Freedom of Information (Jersey) Law 2011, information that could identify an individual is absolutely exempt as this would breach the principals of the Data Protection (Jersey) Law 2005. Names of individuals are therefore absolutely exempt from release. In addition where numbers of applicants are fewer than five this has been represented as such to avoid identification of individuals.

Fewer than five applications have been received and approved from individuals on the US Treasury’s list of senior foreign political figures and oligarchs.
It should be noted that the US Treasury’s list of senior foreign political figures and oligarchs was published after the applications and approvals referenced within A and B.
It should be further noted that this report is not a sanctions list and the inclusion of individuals in the report should not be interpreted to impose sanctions on those individuals. Nor does inclusion within the report create any restriction or limitations on dealing with such person, or indicate that the U.S Government has any information about the individual’s involvement in malign activities.

No sanctioned individuals have applied for high value residency status.

(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
