A

It is likely that most staff employed by the States of Jersey, and particularly by Health and Community Services, will involve supporting people with a Mental Health illness in some way. In order to provide a meaningful response we have limited the list of roles to those within the following business units:

  • Beech Ward

  • Cedar Ward

  • Oak Ward

  • Maple Ward

  • Orchard House

  • Adult Mental Health - Management & Admin

  • Adult Mental Health Community Team

  • Community Mental Health Team

  • Liaison Service – Older Adult Mental Health

  • Mental Health Law Team

  • Clinical Director for Mental Health

  • Child & Adolescent Mental Health Service (CAMHS)

  • Psychology Services

  • Jersey Talking Therapies

Within our automated systems there is currently no way to identify the qualifications required for each role. To do so would require manually locating and inspecting each job description which would exceed the cost limit specified by regulations.

The Vocational Training Centre offers a range of awards.

Health and Community Services (HCS) offer the awards below (which used to be called QCF, Qualifications Credit Framework, now known as the Regulated Qualifications Framework – RQF):

  • Level 2 Diploma in Health and Social Care

  • Level 3 Diploma in Health and Social Care

  • Medication Unit ASM 34 (Stand-alone unit)

  • Level 3 Assessor Award

  • Level 5 Diploma in Leadership for Health and Social Care

Healthcare Support Workers would access the Level 2 and 3 diplomas and the Medication Unit.

The assessor award and Level 5 Diploma in Leadership would be for the registered nurse / manager workforce.

The above are funded by HCS for HCS staff. HCS partner with Edexcel for the nationally recognised awards and has worked with them since 1998.

Only a small number access the pre-registration mental health nursing degree programme – students are self-funding but can access student finance funding via the Education Department. They access the taught part of the programme off-island and come back to Jersey for practice placements.

Registered nurses can top up their academic awards to degree level on island and this has been available for staff to access for over 10 years. This is level 6.

There is also the option to study at Master’s level for practitioners who wish to advance their skills and knowledge to a higher level. HCS partner with the University of Chester.

We have also had islanders access the Return to Practice programme which allows nurses whose registration has lapsed with the Nursing and Midwifery Council to reregister after a period of study.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
