Can you please confirm what the lead finance transformation 'Interim' who has been in post since November 2017 is paid monthly? Additionally what accommodation costs are paid per month, food costs per month and flight costs per month?

Response

The monthly cost paid to the lead finance transformation provider varies on a month by month basis based on the number of days worked in the month.

The daily rate paid to the company providing the service is commercially sensitive and Article 33 (Commercial Interests) of the Freedom of Information (Jersey) Law 2011 is applied

There are no additional costs for accommodation, food or any travel. It should also be noted that Interim workers are not entitled (or paid) for any holiday, sickness absence or pension.

Information is qualified exempt information if –

(a) it constitutes a trade secret; or

(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).

Prejudice / public interest test

Article 33 (b) allows an authority to refuse a request for information where its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information). Whilst we accept that the public may have an interest in the value of contracts between the States of Jersey and third parties, we believe the contract values are commercially sensitive as they are the outcome of negotiations between parties and that the release of this data could affect the negotiation of future contracts.
