Request

How many individually owned taxi plates (Purple / Yellow) have been surrendered to DVS (due to driver retiring, medical conditions for example) over the last 10 years, broken down by year?

Of these, how many have been reissued to individuals on the waiting list for a plate, broken down by year?

Response

Taxi plates are the property of the Minister for Infrastructure and are issued to the next eligible PSV badge holder on the waiting list once a taxi plate is surrendered.

The Licar system currently used by Driver Vehicle and Standards (DVS) section is unable to provide a report detailing the items requested and manual searches of the individual Public Service history would need to be carried out.

There are around 300 PSV taxi plates currently in issue and we estimate that it will take us in excess of the 12.5 working hours allowed for Freedom of Information responses in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 to extract the relevant information.

Your request, therefore, will not be processed further.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
