Please provide all communications or other relevant documentation behind the reason for not placing a terminal speed sign on South Hill at the approach to Mount Bingham in accordance with the principles of best practice.

Please provide all communications or other relevant documentation revealing why it was deemed not reasonably practicable to follow the principles of the UK guidance, contained in the Traffic Signs Manual when deciding not to place a terminal sign at that location to warn drivers that they were leaving a 30mph limit zone and entering a 20mph limit zone.

Please provide all communications or other relevant documentation regarding:

i. the reason for using lamp post 986 at Mount Bingham for the placement of a 20mph speed limit sign

ii. why it was deemed the best location for the sign

iii. what consideration given to the appropriateness of the location for that sign

iv. how it complied with the principles of best practice as set out in the UK guide and, if it does not,

v. why it was deemed not reasonably practicable to deviate from best practice

A to D

The speed limit on South Hill is 30mph and remains at 30mph going through to its junction with Mount Bingham. Mount Bingham’s speed limit is reduced to 20mph east of its junction with South Hill where a terminal speed sign is in place on lamp column 986. Therefore, a terminal speed sign is not required on South Hill.

There were no specific communications regarding the placement of any of the speed limit signs mentioned, as they were installed along with other signs as part of the implementation of new speed limits.

The department exercises professional judgement and experience, in conjunction with best practice and UK guidelines, when placing road signs.

The Traffic Signs (Jersey) Order 1968 dictates where regulatory signs, such as speed limit signs, should be placed and all the signs you mention have been placed in accordance with Road Traffic (Speed Limits) (Jersey) Order 2003.
