Services provided by and funds paid to G4S (FOI)

I would like to obtain information in relation to States of Jersey use of G4S Security in the Island. Any data you could provide for G4S would be greatly appreciated, also specifically the amount of public funds paid to the private company for service provided.

Clarification

Year of public funds would be for 2013 and 2014 with a breakdown by service.
I would like a summary of the services provided by G4S for the States of Jersey ie cleaning, shredding, security etc.

The names of the G4S companies engaged by the States of Jersey (if more than one).
Any information possible on the ownership structure of the G4S companies engaged by the States of Jersey.

Response

The table below shows the amount spent in 2013 and 2014 broken down into G4S companies.

The States of Jersey do not have a complete summary of services provided by G4S. To obtain this level of detail it would necessitate a review of all invoices paid, which is in excess of 1600, and would take beyond the 12.5 hours and £500 cost as set out in the Freedom of Information (Costs) (Jersey) Regulations 2014. This information is therefore being refused under Article 16 of the Freedom of Information (Jersey) Law 2011. (See below for detail).

Refusal

The request for information on the ownership structure of the G4S companies is not information which is held by the States of Jersey.

Justification for refusal:

Freedom of Information (Jersey) Law 2011 Part 2
Access to information held by a scheduled public authority

Article 16 A scheduled public authority may refuse to supply information if cost excessive.

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed the amount determined in the manner prescribed by regulations.

(2) despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by regulations for the purposes of this Article.

(3) regulations may provide that, in such circumstances as the regulations prescribe, if two or more requests for information are made to a scheduled public authority-

(a) by one person; or
(b) be different persons who appear to the scheduled public authority to be acting in concert or in pursuance of a campaign,

the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.

Freedom of Information (Costs) (Jersey) Regulations 2014

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information

The Treasury and Resources department does not have the fine detail as requested and in order to obtain that information it would be necessary to review all invoices paid to G4S which is in excess of 1600. It is estimated that it would take 8 minutes to review the information in each invoice.
