The State of Jersey Medium Term Financial Plan (MTFP) identifies that budget savings will be made through 'efficiencies'. For each year of the current plan can it be identified how many 'efficiencies' have been identified and then made.
Can the figures be presented as efficiencies:
a. By service for each year (with figure identifying how much was saved)
b. A comparison of the cost of carrying out the efficiency and any savings made to date.
c. With a comparison to growth items in the years of the MTFP.
d. The total savings of the efficiencies proposed since the appointment of the new Chief Executive broken down by service and proposal.
e. The cost of carrying out the efficiencies since the new Chief Executive has been appointed and any banked savings to date.
Put simply –
I would like a list of the money banked as a result of efficiencies made during the term of the MTFP and where those efficiencies where made
where money has been spent to make efficiencies - how much has been spent and where and on what
what bankable efficiencies have we as a result of the appointment of the new Chief Executive and his team? Or is it costing
This should be a matter of pulling it from the budget book - but I cannot find it on the website.
Response
The Medium Term Financial Plan 2016 to 2019 set out the savings and benefits changes agreed by the Assembly for 2016 and set the scene for further savings to be made in 2017 to 2019. These sums of money were removed from cash limits and were therefore not available to be spent.

The Medium Term Financial Plan Addition provides the sums of money removed from departmental cash limits over 2017 to 2019 as a result of planned savings, efficiencies and user pays. These sums of money were removed from cash limits and therefore not available to be spent. Again, this is a presumed saving as departmental budgets were reduced in line with the Plan. The growth allocations for each of those years are also in this document but final allocations for 2018 and 2019 can be found in the respective Budget documents for those years.

Information on costs associated with delivering those planned savings is not held. They were met by the respective departments from their approved heads of expenditure.
The new Chief Executive has initiated an efficiencies programme which seeks to deliver £30 million to £40 million by the first of January 2020 and that work is ongoing.
