Request
When TDP Development were appointed as the Government’s partner to help create a “one government, Team Jersey culture” across the public service, they committed to forming a Jersey company and recruiting locally for the programme delivery and support.
A
Please advise how many of the existing team were recruited locally.
B
Also, it’s stated that, when selected the partner, the procurement process prioritised the social and economic contribution to Jersey proposed by each bidder.
Please can you advise what social and economic contribution to Jersey TDP proposed in their tender bid, and how the delivery of this is being measured, and by whom?
Response
TDP Jersey has recruited and developed the Jersey based team and has migrated the project management of the contract to the Jersey based organisation in the first six months of the contract.
As part of our ongoing work we will look to build a coalition of employers on the Island. We anticipate that TDP Jersey would transition in year three of the contract to become a mutual / public service type organisation which would provide sustainable Organisational Development / Cultural Change / Research services to the Government of Jersey and other Jersey based organisations from the third, private and public sectors in Jersey.
The Team Jersey Programme Board oversee and measure all programme activity which would include the oversight of this mutual / public organisation. The Programme Board is chaired by the Chief of Staff and the Senior Responsible Officer is the Chief Operating Officer. The Council of Ministers are also provided with regular updates.
