Deputy Russel Labey stated in his presentation to the parish of St Peter on 11 June that he had 'emailed the Constables 20 or 30 times' to elicit their input into the removal of Constables and Senators contained in his Electoral Reform proposition scheduled to be put before the States Assembly in September 2019.

Please list the number and dates of emails sent by Deputy R. Labey to include the names of Constables so contacted.

The table below shows the names of the Connétables contacted by Deputy Russell Labey (and the dates on which they were approached) in relation to the Electoral Reform proposition (P.46/2019), prior to the proposition being lodged ‘au Greffe’ on 23 April 2019. The e-mails of October 2018 and February 2019 each provided a series of dates as options for when the Comité des Connétables and the Privileges and Procedures Sub-Committee could meet to discuss this matter.

The list includes correspondence sent by Deputy Labey into which a member of the States Greffe was copied and e-mails sent by States Greffe staff on behalf of Deputy Labey.

The list does not include any e-mails sent by Deputy Labey without States Greffe staff copied in as such e-mails are not covered by the Freedom of Information (Jersey) Law 2011 and are therefore not disclosable. The list also does not include the e-mail exchanges between the States Greffe and the Secretary to the Comité des Connétables regarding the dates on which the Comité and the Sub-Committee could meet to discuss the Electoral Reform proposition and which arose from the initial approaches listed below. A further search would be required to identify the dates on which any such exchanges took place.

The item of correspondence on 10 September 2018 was a letter, rather than an e-mail, but it has been included in the list as it otherwise falls within the scope of the request.

This response has been issued on behalf of the States Greffe. The States Greffe is responsible for the information held by (and on behalf of) both itself and the States Assembly. Neither the States Assembly nor the States Greffe form part of the Government of Jersey and the Government was not involved either in the examination and retrieval of any information required for this response, nor in the drafting of the response itself.
