This Freedom of Information request pertains to both the progress and the stance of the Government of Jersey in relation to suicide prevention.

In November 2015, the States of Jersey published “Preventing Suicide in Jersey: A Framework for Action (2015-2020)”

Please provide responses to the following:

A

Current KPI’s on the set objectives of the framework (as originally set out in “ Preventing Suicide in Jersey: A Framework for Action (2015-2020)“) and where these stand in relation to original measures of effectiveness (Page 18 of the original framework document states “a detailed annual action plan will be developed to ensure delivery of prioritised work over annual period”).

If it is not possible to obtain specific KPI’s within the legislative time allocation, please provide copies of the detailed annual action plans from 2014/5 to present.

B Please provide any emails relating to Jersey’s suicide prevention strategy (keywords such as “suicide prevention” OR “prevent* suicide”) from 2014/5-present (or as early as is feasible to interrogate should 2014 no longer be accessible). If it is not possible to obtain these emails within the legislative time allocation, please provide copies of the most recent emails in relation to Jersey’s suicide prevention strategy.

A

Following government reorganisation, the priority actions being supported have been wrapped up into the work of the Mental Health Implementation Board, of which the Prevention of Suicide group has been made a sub-group. The priority actions are therefore in the process of being reviewed and re-framed in light of these changes.

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
