Can you please advise how the planning department decide which planning applications to process?

I can see that this is not in the order that they are received from the planning applications website.

Response

Planning applications are generally dealt with in the order in which they are received. However, each application can take different amounts of time depending on their complexity, issues arising to be resolved, time taken to negotiate amendments, or whether the application requires determination by the Planning Committee.

As the time taken to process planning applications varies depending on the factors above, the order in which they are submitted will not necessarily be a guide to the order in which they are determined.
