I write with a request for information regarding the appointment of interim consultant staff within HCS. This follows the previous FOI request here:
Employment of a temporary Risk and Governance Consultant (FOI)
The previous request was for information around the appointment of a 6-month consultant to work on risk and governance within HCS. The appointee had previously worked with the Director General and was appointed without open competition or tender. I understand this previous contract has now come to an end.
I write with a request for further information regarding the new appointment of [Name Redacted] as Senior Nurse within HCS. I note that [Name redacted] worked under Charlotte Hall (the previous HCS Governance consultant) at Epsom and St Helier Hospital whilst the Director General was Chief Operating Officer at the same hospital.
I also draw your attention to the Director General’s comments at the Health Scrutiny Panel of 10th June when she stated (regarding the previous risk and governance consultant): ‘This person is here for 6 months and at the end of that 6 months will be gone, we will not be making a substantive appointment because governance and risk should sit across the organisation’
Regarding this new appointment, can you please provide:

The job description and/or terms of reference for the new role/contract including the length of the contract if it is temporary
B
Information on the recruitment and /or tender process that was followed - where was the position advertised and were any other applicants considered?
C
The rate of pay for the position
D
A copy of the P.59 document for the SEB to approve the position

A list of all interim/contract management staff (i.e those not working in a front line clinical position) appointed by HCS since January 2019 and whether in each case they had previously worked with the current Director General, and whether they were appointed without open competition or tender for the position.

A
[Name redacted] has been engaged through the HCS Staff Bank as a registered nurse. The Staff Bank engage staff on a zero hours contract basis and are selected to assignments based on their skills and experience in accordance with the grade requested.

The recruitment of staff to the Staff Bank is through ongoing open recruitment.
C
The rate of pay for the Staff Bank is in accordance with the Nursing and Midwifery pay scales in the Grade 8 pay band.
D
P59 process is not applicable to this role.

There are four Interim management staff that have been appointed by HCS since January 2019 as follows:
Interim Director of Adult and Community Services: appointed via an executive search agency in competition and has not previously worked within an organisation at the same time as the Director General.
