Please supply the following statistics:

The total number of persons who were the subject of a safeguarding review by the Social Security Department or Customer and Local Services while they were registered as actively seeking work for any length of time during the years –

In respect of those who were subject of a safeguarding review during the years stated above, please confirm for each year how many of them were expressly informed by the Department that they had been the subject of such a review.

The data in respect of referrals to the CLS safeguarding panel does not record whether the customer is actively seeking work. In addition, the data for 2015 and 2016 has been deleted in line with the CLS multi-agency retention schedule which can be viewed at the following link:

To review all referrals from 2017 to 2019 would entail manually searching every referral to establish if the customer was actively seeking work.
This analysis would exceed the 12.5 hour timeframe for answering Freedom of Information requests and would therefore exceed the £500 cost limit. Article 16 (Cost excessive) of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Customer and Local Services staff are trained to make decisions in and around Safeguarding at every contact with our customers on a daily basis. These decisions are not always formally recorded as they are business as usual decisions made by trained staff.
However, all customers formally referred to the safeguarding panel that require interventions and / or support are contacted to inform them of proposed actions, unless doing so would increase risk to individuals, if they are uncontactable, or if the concern is so high that immediate action is required.

Article 16 A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
Article 23 Information accessible to applicant by other means
(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
