Response
A
The States of Jersey Prison Service is unable to give a figure on this question. A prisoner may be place into custody at HMP La Moye as a remand prisoner and consequently may be released from court either sentenced i.e. Probation Order/Community Service Order or bailed and warned to return to court. We can however confirm from 1 January 2010 to 31 December 2019 HMP LA Moye received 2661 new Receptions.
B
Under Jersey Law a prisoner is to serve two thirds of their sentence and all prisoners that serve their sentence in Jersey will complete their sentence to this point.
C
To clarify all prisoners are not released until their end of sentence so all prisoners serving their sentence in Jersey will complete to the 2/3rd point. However, the Prison Governor in accordance with the Minister’s delegated authority has the legal authority to temporarily release a prisoner under the Conditional Early Release (CER) scheme. This scheme provides opportunities for prisoners to be successfully tested in the local community prior to the end of their custodial sentence. Eligible prisoners will need to be assessed as low risk and subject to supervision and curfew.
D
A full breakdown of numbers and offences that were released on CER and prior to 2016 the scheme was known as Home Curfew Licence (HCL) is available at the following link:

Please note Offences given are the main offence and prisoners may have been in custody for other additional offences.
