How many motorcycles 125cc and below and mopeds over three and less than forty years old were registered in Jersey as at the end of 2017, 2018 and 2019?

How many motorcycle and moped inspection letters were sent to relevant owners in the calendar years, 2017, 2018 and 2019?

How many motorcycle and moped inspections were carried out by the DVS in the calendar years, 2017, 2018 and 2019?

D

Again for 2017, 2018 and 2019 individually, of the motorcycles and mopeds inspected how many failed the inspection under the requirements set out for the Exhaust system that includes the requirement of being:-

• secure and complete

• is correctly marked for road use

• it's not too noisy

• for excessive emissions

We can only extract live data from our systems and are unable to run retrospective reports, therefore, we do not hold the information requested.

Please note that the requirement for moped and motorcycle inspections only came into force in April 2019.

DVS issued inspection request letters for 3,666 motorcycles and mopeds in 2019 with 948 inspections being carried out.

Due to the configuration of our systems we are unable to obtain data relating to those vehicles which failed on specific exhaust system requirements without reviewing each individual test sheet.

948 tests were carried out, therefore we estimate that it will take us in excess of the 12.5 working hours allowed for Freedom of Information responses in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 to extract the relevant information from the individual test sheets.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
