Department specific travel plans are not usually prepared since travel plans tend to be site specific with multiple departments often sharing sites.

42 travel plans have been created for schools and educational facilities, eight of which are still in draft. However, these do not necessarily relate directly to staff but pupil pick up / drops. These were developed as part of their Eco-active programmes.

The States of Jersey Police completed a travel plan as part of the building design process in 2015.

Jersey General Hospital has a travel plan and work is underway to ensure the new hospital at Overdale will have a travel plan.

Despite formal travel plans not being in place the Government of Jersey (GOJ) encourage staff to walk or cycle into work, with many sites having dedicated cycle racks, as well as shower and changing facilities.

It is common that site constraints, such as limited parking, often require staff to informally adopt travel planning practices eg car sharing.

The Hospital has undertaken travel surveys to inform the planning team who are delivering the Our Hospital Project.

An Informal travel survey took place for staff based at Beresford House in February 2020, but this was not in conjunction with a travel plan or targets.

Discussions took place with staff based in Maritime House to create a Travel Plan, although this work was put on hold due to the Covid-19 pandemic.

Travel plans are operational documents for internal use by GOJ staff, therefore, these are not due to be published.

No target has currently been set by GOJ.

The Sustainable Transport Policy Strong Start Delivery Plan states the following:

“By Spring 2020 we will have developed a Government of Jersey Workplace Mobility Strategy, including a monthly payroll scheme for bus passes, encouraging active travel. By Autumn 2020 the Workplace Mobility Strategy will be rolled out to local businesses.”

This work has been also been delayed by the Covid-19 pandemic, however, it is anticipated that the mobility strategy is likely to contain targets for the reduction in car use, as appropriate.

The GOJ pays the travel costs of staff travelling whilst on business. Pool cars and e-bikes are available and encouraged as alternatives to reimbursed travel at some sites. If the bus is used for business purposes, the cost of the ticket may be reclaimed.

The Beresford House site also has a pre-paid Liberty bus pass available for the use of staff attending business meetings at different sites.

Staff in receipt of a state pension or those that qualify for the AvanchiAccess Bus Pass will be eligible for concessionary bus travel like any member of the public.
