Improvements to Road Safety proposition minutes (FOI)

On 3 March 2021 the States Assembly discussed and approved the following proposition that was originally brought by Connétable Shenton Stone with an amendment from Deputy Lewis:

On the 11 March the Minister met with the Connetable of St Martin, along with Transport and Policy Officers ahead of a meeting with the Comite des Connetables. Attendees at this were Deputy Kevin Lewis, Connetable Karen Shenton-Stone, two Transport and Policy Officers and the Private Secretary to Minister Lewis. The Agenda Item for discussion in relation to P.5/2021 is set out below:

c) “Improvements to Road Safety” P.5/2021 lodged by the Connétable of St Martin and adopted, as amended, on 3 March 2021 which -

(a) requested the Minister for Infrastructure to undertake a structural review of Road Safety in the Island in order to identify ways of improving road safety, with a focus on the needs of vulnerable road users, and to publish its initial findings with strategic policy recommendations by the end of 2021; and

(b) requested the Minister for Infrastructure to review existing legislation and the Island’s Highway Code to identify the benefits of introducing a hierarchy of responsibility for road users, based on the level of risk presented to road users in the event of a collision.

No minutes of this meeting were taken.

The Minister along with the Transport and Policy Officers subsequently met with the Comite des Connetables on the 15 March. One of the Agenda items related to Proposition P.5/2021. Attendees at this meeting in relation to Proposition P.5/2021 were Deputy Kevin Lewis, two Transport and Policy Officers and the Private Secretary to Minister Lewis.
