A

Please confirm how many people have died as a direct result of Covid-19 since it was first identified in the Island. Exclude any persons with underlying health problems.

Out of these people please identify the age group and then split those into the following categories:

  • receiving long term care

  • not receiving long term care

  • double vaccinated

  • single vaccinated

  • unvaccinated

B

Please split how many cases of Covid-19 identified in the Island since the roll out of the vaccine program into the following categories:

  • double vaccinated

  • single vaccinate

  • no vaccination

C

Please provide the recovery rate for Covid-19 in a percentage.

D

Please provide the Total number of deaths in Jersey and causes for the last five years split into a annual range then split by age group.

E

Please provide a list of the possible adverse reactions for the AstraZeneca vaccine

For information relating to COVID-19 only deaths, information is publically available on www.gov.je therefore Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied. Please see the following links:

Of the two people referenced in the link above, one person aged 95 years was receiving long term care, and one person aged 71 years was not receiving long term care.

Please note for the purpose of this question “Receiving / Not Receiving Long Term Care” has been interpreted as the care itself and not necessarily the Long Term Care benefit.

It is estimated that to provide the information requested would exceed the prescribed 12.5 hours under Regulation. The Freedom of Information (Jersey) Law 2011 does not require a Scheduled Public Authority to manipulate data to provide a response. Article 16 has therefore been applied.

Work is currently ongoing to provide a monthly report which will be published on www.gov.je  following reconciliation of the data at month end. Article 36 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

The recovery rate can be calculated from the data published in the following link, therefore Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied:

This includes all historic data and therefore you can calculate the recovery rate in Jersey at any point in the pandemic.

The recovery rate is the number of recoveries (column AM)

Divided by the total positive cases (column M)

You should exclude from the denominator the current known active cases (column AE ) and those cases that are managed in another jurisdiction (column AD)

As an example, the recovery rate as at 30 June

3235 / (3545-250-8) = 98.4%

Please note that a person is counted as recovered once they have completed their required isolation period if asymptomatic, or when they have completed their required isolation period and been symptom free for 48 hours if symptomatic.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information

Article 36 - Information intended for future publication

(1) Information is qualified exempt information if, at the time when the request for the information is made, the information is being held by a public authority with a view to its being published within 12 weeks of the date of the request.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant –

(a) of the date when the information will be published;

(b) of the manner in which it will be published; and

(c) by whom it will be published.

(3) In this Article, “published” means published –

(a) by a public authority; or

(b) by any other person.
