Since the launch of the Covid App, please provide a breakdown by month of:

A

How many downloads of the app and how many ‘active’ users are there (ie how many users transmitting data).

B

Please provide a breakdown of the cost to date of running the app. Please also confirm how many individuals are employed with specific responsibility for the app, and the payment to each.

C

Broken down by month, please provide the number of alerts sent out to direct contacts via the Covid Alert App. Please state how many Covid cases were picked up via the app alone (ie not named as direct contacts by existing positive cases or named by venue providing contact tracing data), broken down by month.

D

What KPIs has the app been assessed against? Please list these.

E

Have any performance reports been produced relating to the Covid Alert App since it was launched? If so, please provide copies of the same.

A

Information has been kept updated on a real-time basis. The information hasn’t been collated monthly. As at 29 July 2021 there have been 57,539 downloads. There are approximately 35,000 users who are using the app daily who have agreed to share usage metrics with us. There remain an unknown number of additional individuals using the app who have not agreed to share metrics or usage data.

The Jersey Covid Alert app was developed by an external software development firm, NearForm. The contract value is commercially sensitive, and therefore will not be disclosed. Article 33b of the Freedom of Information (Jersey) Law 2011 applies. There have been no additional internal resource costs, with no individuals employed to be solely and specifically responsible for the app.

Since its launch 1,800 users have received an alert. Further information relating to the breakdown of these alerts is not held.

The app is not specifically assessed against KPIs; instead, the app is deemed to be effective if it is sending alerts to individuals who are Direct Contacts. As alerts have been sent to individuals who are Direct Contacts and to the Contact Tracing Team in order to support communication with and testing of Direct Contacts, the app is continuing to achieve its objective.

No performance reports have been produced. The number of downloads is available real-time from the Jersey Covid Alert app.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 33 (b) - Commercial Interests

Information is qualified exempt information if –

(b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).

Public Interest Test

Whilst we accept that the public may have an interest in Government of Jersey contracts, we believe providing the details of the supplier in this instance is commercially sensitive and that the release of this data could affect the negotiation of future contract values.
