Please could I have information on the number of prisoners assessed for Attention Deficit Hyperactivity Disorder (ADHD) in the last ten years both in youth and adult detention?

Please could I have information on the number of patients in the Island under 18 and over 18 who have an ADHD diagnosis in the last ten years, the age of diagnosis and the sex of patients?

C

Please could I have information regarding the cost per year for the treatment of adults and children with ADHD in Jersey

D

Please could I have information regarding the average waiting times for children and adults waiting for a diagnosis, the number of children and adults currently waiting and the sex of these patients.

This information is not held by the Government of Jersey and therefore Article 3 of the Freedom of Information (Jersey) Law 2021 applies.

Adult Mental Health Services response:

Retrospective information is available within individual records only so information is not accessible without the allocation of a significant resource to review these records. To do this would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours limit allowed under regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.

The Care Partner system has been amended to allow for this data to be pulled going forward.

Children and Adolescent Mental Health Services (CAMHS) response:

This information is not currently held as a central record of data. The Department would need to review each individual case note of every child and young person that has been referred to understand if a diagnosis was recorded. To do this would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours limit allowed under regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.

Adult Mental Health Services and CAMHS response:

The calculation that has been requested for the treatment cost for each individual with ADHD is not held for the purposes of the Freedom of Information (Jersey) Law 2011. A Scheduled Public Authority is not required to manipulate and create new data sets in order to respond to a Freedom of Information request. Article 3 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Adult Mental Health Services response:

There are 139 individuals (77 female, 62 male) on the current waiting list with an average waiting time of 18 to 24 months. A new referral tracking process has been introduced within the service. This will allow waiting times to be calculated more accurately going forward.  

CAMHS response:

There are 63 children and young people waiting for ADHD assessments (44 male, 19 female) with a current waiting time of seven months.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
