That Jersey should ratify the UN Convention on the Rights of the Child (UNCRC) was a primary recommendation of the Independent Jersey Care Inquiry. 

Has this been done? If so, can you point me to the appropriate legislation or ministerial decisions.

If it has been ratified, was it done so unconditionally, or were there any limitations, restrictions or opt-outs as to how it was ratified by Jersey?

The information requested is available on the websites of the Government of Jersey and the United Nations and therefore falls under Article 23 of the Freedom of Information (Jersey) Law 2011 because it is accessible by other means.  

The United Kingdom’s ratification of the UNCRC, together with two of its Optional Protocols, was extended to the Bailiwick of Jersey on 29 April 2014:

Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
