A cost comparison between raised tables and speed cameras was not carried out since enforcement by fixed site speed cameras is not currently permitted under Jersey legislation.
Therefore, the requested information is not held by the Government of Jersey and Article 10 of the Freedom of Information (Jersey) Law 2011 applies.

The Roseville Street crossing was not considered unsafe or inadequate, however, a need to improve the area was identified which resulted in the following works being carried out:
- replacement of the crossing equipment as part of routine maintenance
- additional space for pedestrians on the northern side
- improved layout of tactile paving, push buttons and signal controller in accordance with disability access standards
- placing the crossing area on a raised table to calm traffic and emphasise the priority to pedestrians.

Whilst a cost benefits analysis was not carried out the benefits for undertaking this work became evident through a study commissioned by the Parish of St Helier (POSH) which resulted in the creation of a Master Plan for Havre des Pas.
The study was guided by a Steering Group consisting of representatives of POSH, local traders and politicians. The group gathered data in relation to the following:
- traffic conditions
- opportunities for improvements to the public realm
- conditions for pedestrians and cyclists
- navigation of the area by non-car users

The POSH also instigated a public consultation, which informed the development of the preferred options. The results can be viewed on the POSH website and can be accessed using the following link.

The following works have since been completed at Havre des Pas:
- introduction of 20mph speed limit
- traffic calming measures including addition of three tables
- provision of more frequent crossing opportunities
- improved emphasis on the pedestrian environment
These works have resulted in a reduction in the speed that vehicles are able to travel and the area is now easier for non-car users to navigate.
