A

Please could I have information on the number of prisoners assessed for Attention Deficit Hyperactivity Disorder in the last ten years both in youth and adult detention.

B

Please could I have information on the number of patients in the island under 18 and over 18 who have an ADHD diagnosis in the last ten years, the age of diagnosis and the sex of patients.

C

Please could I have information regarding the cost per year for the treatment of adults and children with ADHD in Jersey.

D

Please could I have information regarding the average waiting times for children and adults waiting for a diagnosis and the number of children and adults currently waiting and the sex of these patients.

The States of Jersey Prison Service does not hold this information and Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

The Adult Attention Deficit Hyperactivity Disorder (ADHD) Clinic (in its current configuration) does not perform ADHD assessments of prisoners. A small number of assessments have been conducted of patients under the Probation Service.

Adult Mental Health Services (AMHS) response:

This information is available within individual records only, so not accessible without the allocation of a significant resource. To do this would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours limit allowed under Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.

Children and Adolescent Mental Health Services (CAMHS) response:

This information is not currently held as a central record of data. The Department would need to review each individual case note of every child and young person that has been referred to understand if a diagnosis was recorded. To do this would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours limit allowed under regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.

Adult Mental Health Services response:

The costs for assessing individuals and treating those with an ADHD diagnosis will include the cost for clinicians and administrators running Adult ADHD Clinics, use of estates and overhead costs of generic Government of Jersey services, along with the cost of medications.

The calculation that has been requested for the treatment cost for each individual with ADHD is not held for the purposes of the Freedom of Information (Jersey) Law 2011. A Scheduled Public Authority is not required to manipulate and create new data sets in order to respond to a Freedom of Information request. Article 3 of the Freedom of Information (Jersey) Law 2011 has, therefore, been applied.

CAMHS response:

The calculation that has been requested for the treatment cost for each individual with ADHD is not held for the purposes of the Freedom of Information (Jersey) Law 2011. Adult Mental Health Services response:

There are 194 individuals on the current waiting list. AMHS have been unable to provide a breakdown of male and female referrals. The table below details the current waitlist position:

CAMHS response:

There are 146 children and young people waiting for ADHD assessments (87 male, 59 female) with a current waiting time of four months.

This represents an increase in numbers waiting since the last request due to a continued high number of referrals. CAMHS are currently advertising and progressing job adverts for additional clinicians in the ADHD pathway. CAMHS are also talking to partner agencies to support diagnostic assessments, as we do with autism assessments.

Article 3 - Meaning of "information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 16  -  A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
