Request
A
What legislation is in place covering the ownership and use of e-scooters?
B
How many injuries or contact with pedestrians or vehicles have been recorded?
C
How many complaints have been received about the misuse of e-scooters.
Response
A
There is nothing to prevent the ownership of e-scooters in Jersey, however Article 3 of the Road Traffic (Jersey) Law 1956, which provides a list of vehicles that are excluded from the definition of "motor vehicle", does not include e-scooters. This therefore means that they are subject to the same rules and restrictions as other motor vehicles, such as the need for a driving licence, insurance, and registration in the same way as motor cars and motor cycles. E-scooters currently on the market do not meet technical safety standards to meet registration requirements. It is therefore illegal to use them on a road, pavement, cycle path or public land. They can be used on private land. The Road Traffic (Jersey) Law 1956 is available on jerseylaw.je.
