Please could you provide the figures for the 2022 general elections for each District and Parish relating to:

• the total number of votes cast
• the number of spoilt ballots
• the number of registered voters
• the population of the District/Parish as recorded in the 2021 census

Response

The requested information is exempt as it is already in the public domain. 

In respect of the first three parts of the request, the total number of votes cast, the number of spoilt ballots and the number of registered voters for each Constituency (in the case of Deputies) and for each Parish (in the case of Connétables) are available on vote.je.

In the information presented on vote.je, "spoilt ballots" refer to instances where a person has spoiled their ballot before placing it in the ballot box and where the person can therefore be given a new ballot in exchange for the spoilt one. If the request, in referring to spoilt ballots, means instances where a person has placed a ballot in the ballot box that is not valid (e.g. by voting for too many candidates), these are referred to as "invalid ballots" on vote.je. Such references on vote.je are in accordance with the definitions provided in the following link:

In respect of the fourth part of the request, information on the population of each Parish, as recorded in the 2021 census, is available in Bulletin 1 – Population characteristics in the following link. Information is not held that shows the population of each of the three Constituencies into which the Parish of St. Helier is divided.

Article 23 - Information accessible to applicant by other means 

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information. 

This response has been issued on behalf of the States Greffe. The States Greffe is responsible for the information held by (and on behalf of) both itself and the States Assembly.  Neither the States Assembly nor the States Greffe form part of the Government of Jersey and the Government was not involved either in the examination and retrieval of any information required for this response, nor in the drafting of the response itself.
