Les Quennevais school temperature issues (FOI)

Les Quennevais school's head teacher raised issues over the air-cooling system as unacceptable with the Government department Growth Housing and Environment and Tim Daniels from Jersey Property Holdings (JPH) from September last year.

Please can I have sight of any email correspondence relating to this sent to the Minister responsible for JPH, Deputy Kevin Lewis in the period concerned.

Also please can I have an explanation of why school windows at Les Q cannot open.

As part of the Les Quennevais School new site feasibility study, expert acousticians, reported that high levels of noise were recorded due to the following:

• neighbouring roads
• close proximity to the airport

It was decided to install the passive breathing building option which allowed an automated control and heat recovery system.

This system helped to manage the external noise levels as it did not allow for the use of conventional ‘opening’ windows in the building since they would have failed to meet the acoustic requirements set out within the following:

A search was undertaken of the email back up system (Cryoserver) which holds copies of all emails sent and received by Government of Jersey (GOJ) staff.

To allow a response to your request to be provided, within the 12.5 hours timescale, as prescribed in the regulations, a search was undertaken on Kevin Lewis’ account using the search criteria ‘temperature, Les Quennevais, headteacher (including the head teacher’s name), conditioning, complain, handling and cooling’.

Following a review of the search results, copies of the relevant emails are attached.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
