Please can you advise how many contractors, consultants, temporary workers and agency staff (ie individuals engaged principally in providing services to the States of Jersey for more than 26 weeks, but who do not feature within the headcount and payroll statistics of the States of Jersey) have been engaged by the following individual States Departments (Chief Minister’s, Treasury amd Resources, Social Security, Home Affairs, Transport and Technical Services) during the course of 2013, 2014 and 2015. Please could the response be expressed by department specified in terms of Full Time Equivalent (FTE) staff numbers, and in terms of full cost including any agency and accommodation costs.
Clarification
We are endeavouring to ascertain the trend in respect of headcount numbers within certain Departments of the States, but in particular, we are seeking to determine whether any change in staffing numbers correlates with the volume of work being undertaken, or whether certain elements of the workload are being undertaken by others in addition to, or perhaps in substitution or in replacement of those members of staff who feature in headcount statistics.
Response
The figures provided below show the staff within those departments as of 31 December 2013, 2014 and 2015.
Any member of staff in the department who is on a fixed term contract, we have shown in the second table:

The request for information into the amount of agency staff used within certain departments is only available from 2014 onwards. In addition to this, agency staff are currently being reported on a headcount basis.
