I would like information as to why the Horizon development has been most recently delayed. Specifically: what constitutes 'staff shortages' and why this has occurred.

Response 

As has been well publicised in the media, the Island is currently experiencing a labour shortage which is impacting all industries, including the local construction industry.  The situation has been exacerbated on the Horizon project due to the fact that there are a number of construction projects nearing completion at the same time, including the developments at Ann Court and La Collette in Green Street, with skilled workers such as decorators in high demand.

Groupe Legendre, the contractor, is obtaining additional labour, including decorators, floor layers and electricians, from the UK and Europe to achieve the Practical Completion date for the Horizon development.
