The Order to restrict access to Broad Street by vehicular traffic was made by the Minister for Infrastructure under Articles 62, 63, 64 and 84 of the Road Traffic (Jersey) Law 1956.
The provisions applied by the Minister are available in the Road Traffic (St. Helier) (Amendment No. 38) (Jersey) Order 2022, which amends the Road Traffic (St. Helier) (Jersey) Order 1996.

Any decisions regarding road closures during the pandemic was at the discretion of the Minister for Infrastructure.
Broad Street runs parallel to King Street therefore it provided a useful alternative route during the pandemic for town users who were concerned about social distancing.
