Please provide information in respect of the Le Seelleur Fund, E.J. Bailhache Fund, and Greville Bathe Fund.

If a citizen has an idea which will be executed for the benefit of the aged infirm and needy residents, is it possible to apply to any of these funds to receive financial support?

Specifically, to the Le Seelleur Fund, it was mentioned in the JEP on 19 April 2021 that "the government press office announced in January this year that ‘a charitable trust fund committee [was] being established to provide stewardship and effective management of donations to Health and Community Services’.

A
The Greville Bathe Fund will accept applications originating from Jersey individuals for the benefit of needy islanders. The Jersey Community Foundation is responsible for evaluating the application (both in terms of compliance with the bequest’s terms and in comparing against other competing applications), and concluding award decisions. The Foundation may be approached directly or via Citizens Advice (preferred), who will use their thorough understanding of the fund and similar resources, and their working relationship with the Foundation, to help applicants with their submission.

The Minister for Health and Social Services has a unilateral decision regarding gifting from these Funds.
iii)
Senior officers of the Health and Community Services Department present applications to the Minister for Health and Social Services as they arise. The decisions taken and rationale are documented in a Ministerial Decision paper on each occasion.
