The following list provides the requested details of the vouchers applied for, issued and redeemed for Tranches 1, 2 and 3 of the e-Bike incentive. 

Where numbers are small, disclosure control has been applied to protect the privacy of individuals and numbers fewer than five are represented as ‘<5’. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

Islanders have used vouchers awarded under the e-Bike incentive to purchase a total of 138 e-Bikes, e-Cargo bikes and adapted e-Bikes from 33 different manufacturers via 10 local retailers between the scheme’s launch and 4 August 2023. Due to the small numbers of each type of e-Bike purchased with vouchers from each tranche, disclosure control has been applied to protect the privacy of individuals and numbers fewer than five have been represented as ‘<5’. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied. Figures have been omitted with a dash ( - ) where these would have the effect of effectively disclosing the values fewer than five that have been supressed.  

Table 1 of the attached document provides details of the types and quantities of bikes purchased in each Tranche. Retail price ranges have been given where five or more incentives were redeemed for any eligible type of bike from the same manufacturer as part of each Tranche. 

Table 2 of the attached document provides details of the types and quantities of bikes purchased from local retailers in each Tranche.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3)      In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of theData Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
