Who insured the States Police and/or Search and Rescue personnel, who were apparently given permission by the Director of Civil Aviation to operate their own Drones to search for Adrian Lynch?

The Jersey Fire and Rescue Service drone in question is insured by the Insurance Corporation of the Channel Islands (Royal Sun Alliance).
