For the purpose of the response to provide a list of commercial management agents that have been issued with Environmental Health notices for poor living conditions to properties they manage on behalf of landlords, the Housing and Nuisance Team (part of the Environmental and Consumer Protection section within the Regulation Directorate) have interpreted “Environmental Health notices” as notices served under Article 9 of the Public Health and Safety (Rented Dwellings)(Jersey) Law 2018 in respect of the Public Health and Safety (Rented Dwellings - Minimum Standards and Prescribed Hazards)(Jersey) Order 2018.
The list of commercial managing agents served notices under the aforementioned law are;
Property Management companies
- Core Property Management Limited (Previous Mevanna Investments Limited - dissolved)
- Mevanna Investments Limited (dissolved)
For the purpose of the response to provide the numbers of notices issued since the dwelling law was amended in 2018, the Housing and Nuisance Team have interpreted 'the number of notices served' under Article 9 of the Public Health and Safety (Rented Dwellings) (Jersey) Law 2018 in respect of the Public Health and Safety (Rented Dwellings - Minimum Standards and Prescribed Hazards)(Jersey) Order 2018 which came into force on 1 December 2018.
The Housing and Nuisance team has a record of 189 notices being served.
For context, in most cases where a notice is served on the owner of the rented dwelling, a notice is also served on the managing agent (if applicable) and the property managing agent, where they are different to the managing agent for example if they manage communal areas.
Where hazards have been found in communal / shared areas, then a notice is served on each and every rented dwelling that the Team is aware of that uses these facilities.
There are three Private landlords who were served one notice each to improve standards.
