Request
There is a target of 1,000 heating system switches by the end of 2025 under the Low Carbon Heating Incentive (LCHI) scheme launched in May 2023.
Please confirm how many requests have been approved and how many have been paid in the first five months.
Please advise if retrospective applications can be made to the LCHI scheme where oil to electric switches have taken place since May 2023 and if not, where is it written that retrospective applications are not to be considered.
Response
As at 30 September 2023, a total of 129 applications had been approved, of which 49 installations had been completed with the grants paid.
Retrospective applications are not permitted under this scheme, as set out in the Terms and Conditions of the incentive under the section ‘Eligibility’. This can be accessed via the following link:

“Existing installations will not be eligible to receive retrospective funding as such payments go against the codes of practice within the Jersey Public Finances Manual. New installations are defined as those for which a quote to complete the work has not yet been accepted and no equipment has been ordered.”
