I would like to see all correspondence held by the department for infrastructure between it and the States of Guernsey (any department and individuals) regarding the possible burning of Guernsey’s waste in the Jersey energy for waste plant up to December 2015.
Response
There has been correspondence between the States of Jersey and the States of Guernsey over the past 12+ years. Not all correspondence is held electronically. Paper files are held both at the Department for Infrastructure and the Jersey Archive. It is estimated that the time to collate all correspondence would exceed 12.5 hours.
Regulation 2(1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information. To answer this question as specified would take more than 12.5 hours of work therefore the department is unable to provide the answer to this question.
