Is the Judicial Greffe different from the ones that sit in the states chamber? Or does the Judicial Greffe, sometimes sit in the states Chamber?

The States Greffe is established in accordance with Article 41 of the States of Jersey Law 2005. It comprises the Greffier of the States, the Deputy Greffier of the States and, in accordance with the Law, further officers to ensure the service of the department.

Functions of the department are specified within the Law, the Standing Orders of the States of Jersey and other pieces of legislation, including:

The department also responds to the direction of the Bailiff (as President of the States), the States Assembly, the Assembly’s Committees and Panels and individual elected Members of the States.

The Judicial Greffe is an entirely separate department from the States Greffe and the two departments do not share functions or operations. The Judicial Greffe is established in accordance with the Departments of the Judiciary and the Legislature (Jersey) Law 1965.

The Judicial Greffe undertakes no functions in respect of the States Assembly, its Committees and Panels and individual elected Members of the States; and officers of the Judicial Greffe (including the Judicial Greffier) are not present during States Meetings. In terms of the States Chamber as a location, on some occasions when the States Assembly is not meeting and the room is vacant, the Chamber is used by the Royal Court – in which event the Judicial Greffe undertakes functions within the Chamber and its officers are present; but in support of the Court, not the Assembly.

Elected States Members are not scheduled public authorities under the Freedom of Information (Jersey) Law 2011 and the Law does not extend to their work in an individual capacity. It is not therefore possible to require Members to disclose information held in that capacity.
This response has been issued on behalf of the States Greffe. The States Greffe is responsible for the information held by (and on behalf of) both itself and the States Assembly. Neither the States Assembly nor the States Greffe form part of the Government of Jersey and the Government was not involved either in the examination and retrieval of any information required for this response, nor in the drafting of the response itself.
