Please provide updates to the statistics about the education of Looked After Children from 19 November 2020 to date first set out in the previous Freedom of Information request below:-

Education of Looked After Children (FOI)​

A

Please name all reports that have been compiled since November 2020 on the school performance data of 'vulnerable' children, Looked After Children (LAC) and Pupil Premium recipients for both primary and secondary schools. Please provide copies of these reports.

B

Please provide the total number of LAC receiving education in Jersey primary schools, Jersey secondary schools, and with alternative curriculum arrangements, broken down by key stage.

C

For each of these categories, please provide the average attendance rate for each since November 2020 , broken down by key stage.

D

Please provide the percentage of LAC with an attendance rate below 90% in each of the key stages.

E

Please provide the GCSE pass rates for LAC since November 2020, broken down by year.

F

Please provide the pass rate for reading in KS2 among LAC since November 2020 broken down by years.

G

Please provide the total number of exclusions from primary schools since November 2020.  For each yearly total, please state what percentage related to LAC.

The Children, Young People, Education and Skills (CYPES) Informatics team prepare a range of regular management information reports in relation to Government of Jersey school performance data for Children Looked After (CLA)and pupils in receipt of Jersey Premium in primary and secondary schools. Every school receives a detailed annual school data report which includes an overview of their pupils’ attainment, exclusions and attendance with details provided to compare across pupils in particular cohorts, including Jersey Premium.

Each school that has a report published following a review under the Jersey Schools Review Framework will include how the school uses Jersey Premium funding. These reports are published at the following link:

The department has determined that to provide redacted copies of the internal reports would require significant resource and would take in excess of 12.5 working hours therefore Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied. It should be noted that the number of children looked after in each academic year group is small and therefore the majority of the data would not be suitable for publication.

The number of CLA in each year are small and therefore attainment data is not reported separately.

Overall attainment data for primary schools along with Jersey Premium evaluations are published on the school websites.

Please note the Number of CLA pupils represents all children that were looked after and attending a Government of Jersey school during the academic year reported, between 19 November 2020 and 31 May 2024.

In some cases, a pupil may have attended different school types during the same academic year, in these cases they have been counted at their latest school.

In some cases, a pupil may have been dual registered, in these cases they have been counted in their main registered school.

Disclosure control has been applied where the count relates to fewer than five pupils. The Department has determined that to disclose the exact number would likely breach the privacy of individuals and therefore, Article 25 of the Freedom of Information (Jersey) 2011 Law has been applied.

Attendance data relates to AM / PM sessions for the whole academic year, except for 2023 / 2024 which does not include the final half term of summer 2024 as it is not yet complete.

Only children who were looked after at some point during the academic year reported are included.

In some cases, a pupil may have attended different school types during the same academic year, therefore their attendance is split between both.

Nursery, Year 12 and Year 13 cohorts are not covered by the Attendance Policy as they are non-compulsory school age.

Disclosure control has been applied by including a dash where the percentage relates to fewer than five pupils. Where cells remain blank, there is no data. The Department has determined that to disclose the exact number would likely breach the privacy of individuals and therefore, Article 25 of the Freedom of Information (Jersey) 2011 Law has been applied.

GCSE data represents exam entries by children who were looked after at any point during Year 11 for the period 19/11/2020 to 31/05/2024 in Government of Jersey secondary and alternative provision schools in Jersey.

Pass rate is Grade 1 or above.

Each school and college publish an annual evaluation of Jersey Premium which outlines how they have used the Jersey Premium funding in their school. A list of these can be found on their websites, links provided in response to question A.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations. 

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
