Response

As noted in previous Freedom of Information responses, Health and Community Services (HCS) do not have dedicated ‘management departments’. It is a predominantly clinically-led organisation, with many teams led or managed by doctors, nurses and Allied Health Professionals, as relevant to the service area. Each clinical Care Group is led by a medical consultant known as a Chief of Service, with each clinical service of the Care Group led by a medical consultant known as Clinical Lead. Mental Health and Social Care have a different multi-disciplinary structure more appropriate to those services.

The non-clinical management roles below make up circa 1.5% of the total workforce and are responsible for a budget of some £330 million (2025 estimate), providing acute, ambulatory, mental health and social care services from multiple sites across Jersey. The management team are also responsible for commissioning on and off island care, supporting the Government of Jersey (GoJ) governance systems and the current major service improvement / turnaround programme.

The following roles all hold managerial responsibility, either as Executive Directors (a number of whom are clinically qualified), or in roles that do not require clinical qualification or clinical activity. Name and start date of the HCS Executive Leadership Team have been provided against their post. Government of Jersey employees below the level of Tier 2 are protected from identification for the purposes of Freedom of Information disclosure, and therefore, Article 25 of the Freedom of Information (Jersey) Law 2011 applies.
