​Please advise the amount of full time and part time employees in Jersey at the Jersey Overseas Aid Commssion (JOAC).

Please advise their cost in total of all employees permanently employed, including pension contributions.

Please advise total annual manpower costs including pension including any overseas contract workers working for JOAC. 

Please advise cost of any rental and associated costs for the JOAC administration in Jersey or off Jersey.

Response

Jersey Overseas Aid Commission (JOAC) is not a Scheduled Public Authority under the Freedom of Information (Jersey) Law 2011, therefore is not subject to Freedom of information Legislation. The requested information therefore is not held by the Government of Jersey and Article 3 of the Freedom of Information (Jersey) Law 2011 applies. 

However, some of the data is published in JOAC’s annual report which can be found on their website via the link below. The annual report for 2023 is due to be published in Quarter 3 of 2024. Article 23 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
