The COP 2017 guidance for special needs states:
“Learning difficulties cover a wide range of needs, including moderate learning difficulties (MLD), severe learning difficulties (SLD), where children/young people are likely to need support in all areas of the curriculum and associated difficulties with mobility and communication, complex learning difficulties and disabilities (CLDD) which present as a co-existence of conditions, through to profound and multiple learning difficulties (PMLD), where children/young people are likely to have severe and complex learning difficulties as well as a physical disability or sensory impairment.”
Please define what constitutes MLD and SLD.

Article 23 - Information accessible to applicant by other means
(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
