When Professor Mackenzie came to the island in January 2023 as the clinical lead in the “change team", he ​criticised the perception that there are too many managers in Jersey's Health and Community Services Department (Bailiwick Express 10 July 2024).

Please provide updated information on the following Freedom on Information request using the same format as response provided on 8 September 2022 (how many grades, how many nurse grades, consultants, associate specialists , managers both medical and non-medical and so forth).

As noted in previous Freedom of Information responses, Health and Community Services does not have dedicated ‘management departments’. It is a predominantly clinically-led organisation, with many teams led or managed by doctors, nurses and Allied Health Professionals, as relevant to the service area. 

Each clinical Care Group is led by a medical consultant known as a Chief of Service, with each clinical service of the Care Group led by a medical consultant denoted as Clinical Lead. Mental Health and Social Care have a different multi-disciplinary structure more appropriate to those services.

It is important to recognise that the Civil Servant pay group includes Allied Health Professional clinical roles, such as pharmacists, Biomedical Scientists, physiotherapists, Occupational Therapists and social workers.

The 2023 Review of Health and Community Services Leadership and Management Capacity accessible on statesassembly.gov.je outlines the management structure of HCS and specifies the roles of Executive Directors, General Management and Specialist Managers that constitute the Department management:
